In 1914 war broke out in Europe, and “with only 701 officers and 19,321 EM organized into 170 separate companies…” (Coast Artillery CORPS) the United States Army was not ready for a European conflict. The Coast artillery Corps (CAC) personnel were to man the gun and mortar batteries in the continental defense as well as on a peacetime basis.
