In 1914 war broke out in Europe, and “with only 701 officers and 19,321 EM organized into 170 separate companies…” (Coast Artillery CORPS) the United States Army was not ready for a European conflict. The Coast artillery Corps (CAC) personnel were to man the gun and mortar batteries in the continental defense as well as on a peacetime basis. Therefore in order for the mission to be a success, they needed more personnel; almost 10,000 more. Because the United States were preparing for war, the War Department formed a high ranking board of review to discuss the nation’s defenses. Aviation Corps (CAC) was formed with two officers, one mechanic, and $5000 to purchase an aircraft from the Burgess Company in Massachusetts, for delivery to Valcartier, near Quebec City. The Burgess-Dunne biplane was delivered on 1 October 1914, and was shipped immediately to England. On arrival, the biplane was transported to Salisbury Plain where the CEF was marshalled for training. The craft never flew.
