Basing on theories, Philosopher Philip E. Devine argues that torture should be absolutely prevented without any exceptional cases. In some situations, torture is defended; nevertheless the ethical value of the victims’ suffering is still unacceptable. In Conventionalism, specifically in both America and international law, torture is prohibited eventually as an interrogation device in the state of war.
