The current immigration policy is treated as a national security issue now than it was prior to 9/11. The cause of that change was 9/11. Before 9/11 the immigration policies were concerned with criminals entering the U.S and the process of deportation. The outlook for terrors was far from the mindset at the time. During that time there was a weak immigration system that allows 19 terrorist highjack planes and run them into buildings. The term “open” means that between all countries, trades of goods and services are made. The term “closed” means that a watchful eye is kept on the borders to only allow what is needed and keep out what we don’t want i.e. illegal aliens, illegal drugs and terrorist.

Learning Objective 3 - Examine Customs border authority.

Border authorities have the right to search you without probable cause. This is due to the fact that the courts agreed that they are protecting the revenue of the U.S. When an individual enters the county they are expected to pay taxes on imported products. Also the search does not grant a warrant because it allows the officer to detect and apprehend any illegal aliens or drugs (CBP, 1999).
