The passage takes place in act one after Abigail and the other girls got caught attempting to cast a spell on Elizabeth Proctor who is the wife of the man she supposedly loves, and it reveals Abigail's desire to kill someone's wife as well as her strength over the other girls.
Abigail not only slaps Betty but essentially threatens to kill all of the girls if they do not follow her plan, and she even throws in a horrifying story about her parents for good measure. With this in mind it becomes difficult to call her a weak character. Furthermore, Abigail proves to be very cunning by managing to turn around a potentially devastating situation to her advantage.
