Johnson wasn’t concerned with the Radical Republican’s views and claims to reconstruct the South. His first decisions he made as the new president was to require the white southerners to take loyalty oaths to regain their civil and political rights and their property, except slaves Andrew Johnson (2010).
The Black Codes meant the southern states could now regulate the labor and civil arrangements of the freed men keeping white men superior. The north was outraged by this code so they introduced the Freedmen’s Bureau and Civil Rights Bills. Johnson vetoed the bills, this caused problems between him and Congress that ultimately caused his impeachment hearing in 1868 but it failed by 1 vote and he would not run the next year.
