This paper talks about the Army new promotion system, Select, Train, Educate, Promote (STEP). Sergeant Major of the Army (SMA) Dailey wanted a system that ensured Soldiers would be ready for the next rank. A Soldier must get selected for promotion, they have many ways of achieving selection. SMA Dailey refuses to let Soldiers promote without them being trained or educated, Soldiers must complete their appropriate Noncommissioned Officer Professional Development School (NCOPDS). Soldiers must train in the evolving world of Military operations, and they continue to develop their knowledge in both the Army and civilian education. Selection of Soldiers happens in many ways. According to Army Regulation 600-8-9 Enlisted Promotions and Reductions “Unit commanders will consider all Soldiers Specialist, Corporal, and Sergeant meeting the basic eligibility requirements for promotion recommendation on a monthly or quarterly basis. Soldiers who are competent in their current rank who show potential to serve at positions of increased responsibility will be recommended for promotion to the next higher rank. This step is a critical element of ensuring the Army develops NCO leaders within the framework of leader development doctrine in order to man future formations. Leaders look for Soldiers who ready to advance to the next rank.” (United States, 2017). Soldiers must first meet time in service requirements (see Appendix for time in service requirements). The Soldier needs to seek self-improvement through three domains; institutional, operational, and self-development. Soldiers prove this by a peer and leader assessments, a leader must be able to challenge a Soldier to better themselves as well as others.
Self-development is one of the most important domains a Soldier must utilize. A Soldier cannot begin the selection process without completing their appropriate Structured Self-Development Level. Getting to this day the Soldier has displayed competencies and attributes in many areas. Soldiers have completed the requirements the Army demands of them, and have a deeper understanding in areas like; The Army Profession, The Army profession Professional competence, Adaptability, and Lifelong learning. Sergeant Major of the Army Dailey said “the changes will result in an Army that’s better able to leverage the knowledge and experience of its junior NCOs, many of whom have fought in Iraq and Afghanistan for more than a decade” (Tan, 2016).
