Child Protective Services (CPS) is a service designed to help children who have been or are at risk of becoming victims of abuse or neglect. In 2013, 52 states reported 702,000 victims of child abuse and neglect (Children’s Bureau, 2014). This is an increase of over 20,000 children abused from the previous year. “Child maltreatment is defined by Child Abuse Prevention and Treatment Act (CAPTA) as serious harm (neglect, physical abuse, sexual abuse, and emotional abuse or neglect) caused to children by parents or primary caregivers, such as extended family members or babysitters” (Child Welfare Information Gateway, 2013, p.2).
