With the appointment of the Self- Government Constitution, there was a number of questions that arose with regards to the Roman Catholic Religion, which was considered the prime ultimate religion of the islands. Examples include the idea of divorce that supposedly put forward by the Constitution of the time, an argument that was put forward but the conformist party of the Partito Nazionale. Britain's failure to enshrine constitutionally the Roman Catholic Religion led to the first responsible government to promote legislation declaring the Religion of Malta. Thus the first enactment under responsible government declaring Roman Catholic Apostolic Religion as the established religion of Malta, did not legislatively guarantee because it acted on the assumption that the Maltese Legislature would not restrain the legitimate freedom of the Church in anyway.
