On 11/06/2015 at 0239 hours, Corporal Nelsen and I responded to a call at 400 North San Antonio Avenue, reference a traffic collision. When I got closer to Carbajal I could smell a strong odor of an alcoholic beverage coming from his body. When Carbajal stood up, he staggered and was unsteady on feet. I saw he had a red and watery eyes. I could see him swaying from front to back and left to right. I asked Carbajal if he was drinking. He said yes. He stopped after taking his fifth step and turned around, failing to follow instructions which were to take nine steps and then turn. When he turned around, he failed to make heel to toe contact on his second and fourth step. He stopped after taking his fifth step which was against the instructions given to him.
