On 03/12/2018, I, Chad Agnew, was working as a Police Sergeant for the Wichita State University Police Department, in Wichita, Sedgwick County, Kansas. At approximately 1811 hours I was contacted by dispatcher Ryan Brice to call Chief Hinshaw on his cell phone.
