1.A membrane potential is the electrical difference between the inside and out side of a cell. Change to the membrane potential triggers signals by action potential. Action potential is a signal that transmits information over spaces in the nervous system. A cell at rest is negatively charged inside with regard to the outside fluid, so a membrane potential is the reversal of this, so the inside becomes positively charged with regard to outside.
