Roman nobility imposed political unity by appointing their judges, regulating their laws, and implementing common tender. While it was often emperors who were voted in as jurors, the practice was the same throughout the empire. For example, it was very simple for foreigners to obtain Roman citizenship and access to all benefits (ie. Imperial law codes regulated property, civil, and social rights of citizens). There wasn’t a region to travel to apply or interview for, keeping the Roman empire a diverse society.
