After the thirteen colonies won the Revolutionary War, they continued to operate under the Articles of Confederation for about four years. The reason this was not ideal was because it gave the government very little power to govern the colonies. To fix this problem congress called representatives from all thirteen colonies to Philadelphia so that the could revise the Articles of Confederation.
