This passage primarily deals with a conflict within the early church and how the Apostles dealt with that conflict. By delegating authority within the church so they may focus prayer and teaching the word without sacrificing the care for the congregation. Furthermore, the Apostles set the character requirements that a church leader should possess, and a confirmation of the elected leaders through prayer, instruction, and blessing by laying of hands . When the church leadership uses these requirements it is able to flourish in both leadership and disciples who are full of the faith.

There was a dispute in the Jerusalem congregation one in which the church grew so large that there was a mismanagement of the “daily distribution” or dispensation to those who are in need. Such as in this case was the widows of the Hellenists. According to A Commentary on the Acts of Apostles revised by J. W. McGarvey the Jerusalem church consisted of about 5,000 disciples in its congregation. Second, caring for those who are in need within a congregation, and that those in need should not be neglected do to the lack of leaders within the congregation. The prevention of the church leadership becoming derelict of their duties and responsibilities by appointing others certain responsibilities and duties within a congregation. The character requirements of church leadership should include men whom are of good repute, full of the Holy Spirit, and are wise. Gentiles, should be included in church leadership. The blessing of future church leadership form the current leadership. And finialy, the result of a congregation following this model will multiply with disciples who are obedient to the
