After the civil war, the United States had been facing an industrial boom up until 1911. Conditions in factories were causing a great depression. In New York City, employees experienced one of the most tragic, yet eventful fires in the Triangle Shirtwaist Factory- killing 146 workers. This fire caused the government to finally take action and make precautions such as new laws, new groups, and better working conditions.
In New York, a state legislative commission was formed to study the fire and safety of factories. New laws demanded that the bosses of factories must ensure safety of others in and out of the building. Employer groups denounced the new labor code as unfair, impractical and costly, and charged that it would force employers to move to states where the laws were less difficult. The factory commission was formed to recommend ways to improve working conditions to protect workers. Committee members, joined by representatives of other groups, descended on Albany, the state capitol to lobby. Local authorities was the name replaced after legislation introduced bills to weaken the safety and health laws. Stricter regulation of occupational safety and health conditions were all combined to make a total of 20 laws. Bureaus’ were formed to study statistics for workers to keep up with conditions. Shortly before creating the factory Fire commission, who men introduced the bills used to begin the leading of this act. From 1912 to 1914, the commission submitted 17 bills and 13 of them were made into stricter safety and health laws. The commissions reported that most workers were immigrants who couldn't speak or read anything in the workplace which made a danger to the factory.
