The nation operated under the Articles of Confederation from 1781 to 1787, which consisted of a one-house Congress, no separate executive, and no separate judiciary. Problems under this system became increasingly apparent with events such as the States' failure to comply with the Treaty of Paris, an economic depression, as well as Shays' Rebellion.

George Washington as well as representatives from Virginia, Maryland, Delaware, and Pennsylvania decided that discussion was needed with representatives from all states at Annapolis, MD.
