David Jerome, born on November 17, 1829, was born in Detroit, Michigan. His parents, Horace Jerome and Elizabeth Rose-Jerome came to Detroit from Trumansburg, New York the year before David was born. David was the youngest of nine children. After his father’s death in March of 1831, David's mother moved her family back to their home town in New York. The Jerome family moved back to Michigan to start a farm in St. Clair in 1834, only three years after leaving Michigan to go back to New York after the death of Horace Jerome. David was a great child growing up. He did farm work on the family farm, and he excelled in academics while he attended St. Clair Academy. He continued to attend the academy until the age of sixteen.
In 1855, David and one of his brothers moved to Saginaw where he served as alderman, which is a member of an assembly or a council. 4 years later on June 15, 1859, David Jerome married a woman by the name of Lucy Peck.

He was a majorly active Union supporter during the war, and his position in government in the years to come. Governor Blair appointed Jerome the rank of colonel, and also gave him the command of the camp, the units recruitment, and the organization of troops, which Jerome completed successfully. The 23rd left Saginaw on September 18 under the command of Colonel Chapin. 983 officers and men proceeded to Kentucky, and was assigned to the Tenth Division of General Rosencrans’ Army, and pushed forward to Bowling Green, but were unsuccessfully attacked by Confederate
