E-Report stated the following: On Friday, May 4, 2018 Catina Stewart-Brown (APS) initiated an investigation on a vulnerable adult and observed neglect and physical neglect of four minor children. Two of the four kids were present in the home. According to one child, he was not in school that day because he did not have clean clothes to wear. According to a family member, the other child was home because he did not get up to go to school because he did not want to go. The home is deplorable and unsafe (fire hazard) for anyone to live in. The home is infested with animals, flies and roaches. Trash, dog feces and urine is scattered throughout the home. According to family members (Alisha Greer, Tracy Welch and James Welch Sr.), the children punches holes in the walls and they can't make them stop. The home is in the condition it’s in because of the children. The home lacks adequate bedding, leaving the children to sleep on the floor. In the children's room, there's a box spring leaning against the window, a mattress partly on the floor and wall with dogs walking on it. Trash, boxes and bags of trash are scattered on the floor. There is food in the freezer. However, there was old beans, rice and cornbread in a pot on the stove. The stove was covered with dirty dishes (spoons, bowls, pots, pans, cups, coffee mugs) and old food. Dirty dishes were piled up in the sink and on the cabinets. The kitchen table is surrounded by trash cans and garbage bags filled to capacity with trash and covered with open bags of bread, bleach container, dog food, trash and other items. Worker was able to see on the outside through holes in the kitchen cabinets. Soiled clothing are running out of baskets onto the floor in the kitchen. The sink in the bathroom is not equipped with drainage pipes.
