Each new law has be agreed on by the President and the Congress. To create a law it must start out with an idea. The idea can be originated by the President, members of Congress, and regular citizens. Then it must be explained and written down, this is known as a bill. The bill then must given to a member of Congress to sponsor the law. The sponsor can be a Senator or a member of The Lower House. The sponsor then brings the bill to the House or the Senate. Once the bill has been brought to the attention of The House or Senate, it is assigned a number and is officially recorded as a bill. After being introduced, the bill is sent to a committee that the law relates to. They bring in outside experts to testify and discuss the pros and cons of
