Sexual assault is believed to be a big issue on college campuses now a days. Rape is the most common violent crime on American college campuses. 1 in every 4 (about 25%) college will be victim of sexual assault during her academic career. About 3% of the college men report surviving rape or attempted rape as a child or an adult (www.clevelandrapecrisis.org). About 300,000 college women were raped in one year which excludes other forms of sexual assaults (www.oneinfourusa.com Kilpatrick, et al).
In 1994, President Clinton signed the Violence against Women Act (VAWA), which did a whole bunch of thing to combat violence against women. This act funded rape investigations and prosecutions, imposed mandatory sentence on rapists and penalized prosecutors

According to an article from the Huffington post, in 2014, scandal after scandals were reported on college campuses. From social media nude pictures to a full scale of gang rapes were becoming the examples of abhorrent campus behavior. Ironically named “The Safe Campus Act” is a new bill which would prohibit colleges and universities from investigating sexual assaults until the victims report the crime to the police. Under this law, the victim has to report directly to the police and testify in court. But many sexual violence victims hesitate to report sexual crimes to the police as these type of crimes are tough to prove and victims are embarrassed to testify in court in most cases. According to the statistics about sexual violence from National Sexual Violence Resource center, more than 90% of sexual assault victims on college campuses do not report the assault (www.nsvrc.org). So thousands of rapist walk free on campus every year.
