Han China and Imperial Rome are very different in how they rule and how they choose their rulers. Imperial Rome had a simple system of politics, the Emperor had to fight for his role and to get things done. In Han China, however, the Emperor was considered a God.
Han China had a complicated political system that was based off of the mandate of Heaven. It only had a monarchy and the Emperor would appoint bureaucrats that were usually close relations or aristocrats. The bureaucracy system that Han China had made was massive and complex, but organized, that was supported by legalism and Confucian.
