The overarching goals of the SCH Network are to build strong families and break the cycle of persistent poverty and dependency associated with teenage childbearing. The SCH model, first implemented in Texas and Massachusetts almost two decades ago and described by the U.S. Department of Housing and Urban Development (2000), was designed to address critical issues related to teenage parenting by providing a safe, nurturing living situation for teenage mothers who want to parent their children.
