When the three branches of government were created, the delegates built in the system of checks and balances into the constitution. The checks and balances system was created so that no one branch of government could become too powerful. The three branches of government are each restrained by the other. For example, when a law is passed it first goes to the legislative branch and is introduced and voted on as a bill. Then the bill goes to the executive branch where the president can either sign the bill, or he can veto the bill. The legislative branch can still pass the bill if there are enough votes to override the executive branches veto. The Preamble of the constitution is the opening statement of the United States of America Constitution.
