The Reconstruction was indeed both a success and a failure in many different ways. The reasons for succeeding were not always the reasons for them failing and vice versa. After the war ended there were so many unanswered questions about what to do next. Lincoln put together this plan he stated a Proclamation of Amnesty and Reconstruction all the states had to do was "re-create a Union government once a number equal to 10 percent of those who had voted in 1860 swore to allegiance to the Constitution and the Union" (Shi and Tindall 583). But after Lincoln was assassinated it went down hill and no one knew where to go which cause many failures in the reconstruction.
