The Articles of the Confederation was written when Americans feared a strong national government. Colonist feared any government that could potentially operate similar to the English monarchy under King George. Under the Articles the states would remain independent and Congressional powers would serve as a last resort to settle disputes between states. Congress would be allowed to deal with foreign affairs, maintain armed forces, and coin money. After Shays’ Rebellion, Congress felt they needed a stronger union and more governmental powers and passed the United States Constitution. The fundamental provision of both were to permit power.
