The Articles of Confederation were proposed in the year 1777, yet were not ratified until 1781. Under the Articles of Confederation, a national government was formulated in which Congress (the legislative branch) had the ability to declare war, manage the postal service, sign treaties, create alliances, control relations with Indians, nominate foreign ambassadors, determine coin value, issue bills of credit, and designate military officials. Within Congress, all states were to be represented equally, and nine of the thirteen states had to support a bill before it became an actual law. The Articles proposed that states had the right to tax, not Congress. Congress could no longer manage trade or draft soldiers, and it could only raise money by
