The goal of the Philadelphia Convention of 1787 was to revise the existing Articles of Confederation. The convention ended up crafting an entirely new government and was ratified on June 21, 1788. Presidents under the Constitution contributed to make the new government both stable and unstable. President George Washington assisted greatly to establishing a stable government by varying the political views of the Cabinet, implementing the Judiciary Act of 1789, overseeing the addition of the Bill of Rights to the Constitution, the announcement of the Neutrality Proclamation, and forming precedents for future presidents while President Thomas Jefferson made contributions that caused a significant amount of instability in the government by purchasing …show more content…
Washington appointed Federalist Alexander Hamilton as Secretary of the Treasury and ((republican)) Thomas Jefferson as Secretary of State. By appointing men of different political views, Washington made sure virtually every citizen was represented in the Cabinet. Hamilton believed in a strong national government while Jefferson was in favor of protecting individual rights and liberties. Having differing political views in the Cabinet allowed for a more stable government because the opinions of both groups were taken into consideration when decisions were being made. This can be seen in the Compromise of 1790. Hamilton devised a plan to take the United States along the path of the British economic system by growing industry and manufacturing and creating a national bank. Jefferson opposed Hamilton's ideas because in order to see out his plan, the national government would have to get involved in the economy. The Compromise of 1790 occurred when Jefferson agreed to stop opposing Hamilton’s plan if the national capital would be placed in the South so Congress would lean towards southern interests. The Judiciary Act helped to create a stable government because the act supported checks and balances between the three branches of the federal government with the creation of a strong and well developed judicial branch that could check the power of the executive and legislative branches. In order to get the constitution ratified, at the ratifying convention, opposers of the ratification of the Constitution known as Anti-Federalists were told that a bill of rights would be added once the new government was in place. Anti-Federalists wanted a bill of rights to protect individual rights and liberties not already outlined in the Constitution. The Bill of Rights consists of the first ten amendments to the Constitution including freedom of speech, the right to bear arms, and protection against unreasonable searches and seizures. The Bill of Rights added to a stable government because it appeased and convinced Anti-Federalists to support the ratification and also clearly outlined the rights of the people of the United States.
