It allows for any policy to be enacted and interpreted, albeit not necessarily always at the national level. The Constitution is a highly malleable and evolving document that can accommodate for high taxes, low taxes or no taxes. It empowers a president to pursue a strong foreign policy or an isolationist one. And it allows Americans to recognize traditional marriage or same-sex marriage.
