As with any organization,the functioning and success of the organization of Congress depends on the quality of its members and their ability to work together cohesively. Term limits would change the pool of talent who look for a career in Congress, and attract candidates with different visions and values. Some young lawmakers would choose to work in other departments or agencies within the government where they could carve out a career. In terms of the forces that actually motivate congressmen to do well, when there is potential for a lifelong career in Congress, congressmen are encouraged to work to benefit their constituents. Michael Smart found the reduction in the reelection incentive which comes from term limits reduced the value of holding office for governors of term-limited states, and induced them to pass policies that more aligned with their private interests. Further, term limits removes the incentives to build up the structure of Congress. This exacerbates the problems created when members have less institutional and practical knowledge, because elected officials are less competent and their incentives are pushed away from the public good.
