The country could force the program on people or encourage it as well but allowing people to have their own choice. The only problem with allowing people to choose, would be the families who believe they need or want more children will want to have larger families. Another problem could be that the plan will work too well making the country’s population decrease too much, also having economic and societal issues develop.
